  Award travel brokers may buy and sell frequent flyer miles,
upgrade certificates, credit card points and hotel points

Brokers may also facilitate transactions between frequent flyers selling mileage tickets and travelers purchasing airline tickets at less than published airline prices.
  Airline frequent flyer programs do not permit members
to buy, sell or trade frequent flyer miles, tickets or upgrades.
